Our 4 step setup covers all the essentials for processing payroll, including your Business settings; Payroll calendar, Employee setup, revenue submission frequency and applying any relevant default additions and deductions. You can update the settings at any stage later.
Post the launch of PAYE Modernisation, there have been certain changes in the way you set up the business payroll. While prior 2019, businesses could import employee records in the P2C files provided by the ROS, from 2019 onwards, businesses are required to generate a Revenue Payroll Notification (RPN) request to the Revenue. The RPN comprises all employee record details, just like the P2C did.
This topic provides the procedure to set up payroll for both 2018 and 2019 financial years.
2018
- Log in to Surf Payroll.
- When you log in to Surf Payroll, either of the following pages will appear.
- If this is your first business, you will be asked to enlist first.
- To start the process of setting up Payroll, go to step 6.

If this is not your first business, it will show your list of businesses.
You can sort columns in the ascending or descending order. To sort, click on the column name. |
- On the Business page, find the required Business record.
- On the Business page, under the Select a Business heading, click the Business name.
If the chosen Business is more than a year old, then you need to select the tax year for which you will manage the payroll.
- The Payroll Setup page appears. On the Payroll Setup page, click Create Your Payroll.
Business Setup
First, we need to complete some essential business information.

Payroll Calendar
You can select each pay frequency relevant to your payroll and the payroll processing dates for each. Starter plans are restricted to one single frequency, standard plan users can have two and enterprise can have up to four.
At this stage, you also need to set the annual leave start date. This is the start date of the annual leave year in your company and is important, as this date will filter through to our Holiday/Leave feature.

Default Employee Settings
Selecting default employee settings is helpful in particular to companies that run a payroll where everyone has similar payment frequencies, methods and annual leave entitlements. The options selected here are applied as a default to each new employee imported in on revenue provided P2C file. You can, however, change employee settings after the import. Note that you can only change employee pay frequency if no payroll has been processed for the employee.

Importing Employee Records from P2C
You can take some of the manual work from setting up employees and use your revenue provided P2C file. The P2C file contains the employees PPS number, name, tax details and LPT if applicable. After importing, you may need to personalize your employee records, adding additional information personal to the employee, for example, salary and pension contributions. You can also update existing employee records with updated P2C files throughout the tax year. To set up employee records from the P2C files, complete the following steps.
- Click Choose File.
- The Open window appears. On the Open window, browse to the location where the P2C file is saved, select the file and click Open.
- Click Go.
- The employee records in the P2C file appear. Select the required employee records or, to import all records, click Select All. Note that your payroll package will impact the number of employees available to import.
- To complete the payroll setup, click Finish.
2019
Business Setup
- Log in to Surf Payroll. If this is the first business ever on Surf Payroll, skip to step 3. Else, continue to next step.
- The Business page appears. Click the required business.
- The Payroll Setup page appears. Click Create Your Payroll.
- The Business Setup page appears. Enter the following information.

Payroll Calendar

Default Employee Settings
- The Default Employee Settings page appears. You can set up certain default employee settings that apply to all employees though they can be changed anytime later.
- Enter the following information.

- Set number of annual leave days per month in which at least 117 hours workedEnter the following inputs: HOURS WORKED PER DAY: Enter the required value. ANNUAL LEAVE DAYS IN MONTH: Based on the value entered in the above field, enter the number of annual leaves provided per month.
- 8% of hours worked (set hours per day)The number of annual leaves is calculated based on 8% of the total hours worked per day. In the HOURS WORKED PER DAY box, enter the number of hours worked per day.
- 8% of hours worked (irregular hours)
Allow annual leave days to be carried over from previous year Enable, if applicable. TAX REFUNDS By default, withhold PAYE/USC refund when pay is zero Select the most appropriate option. - Click Continue.
ROS Certificate Upload
- The ROS Certificate Upload page appears.
ROS provides a unique certificate and access password for each business. To generate the RPN or to access other ROS services, you need to upload the certificate.
Though you may skip this step now, you must upload the certificate before generating payroll.
- Click Continue.
